I started work on a interface for configuring EMC's HAL, and maybe in the future including the INI configuration.. Here's a photo of what I have so far.

I started writing it my self. Unfortunately its not a usable program yet. I have made a bit more progress then the photo above but still a couple big issues to iron out.

Where did you find the GUI for HAL configuration? I'm a newbie to EMC2 and have been tinkering with HAL configs via command line.
